How course and university licensing works in Dubai

Two layers of approval sit behind courses in Dubai, and which one applies depends on what you are buying.

  • Training institutes (short courses, certificates, exam prep): private training institutes in Dubai need a permit from the Knowledge and Human Development Authority (KHDA). KHDA also approves their adverts, and that approval lasts three months. For authorised courses, KHDA can attest the institute's certificate (AED 70; KHDA service page, Oct 2026).
  • Universities in Dubai free zones: branch campuses in Dubai Academic City, Dubai Knowledge Park and similar zones hold a KHDA permit. Since 2025 many of them have also been licensed federally: the Ministry of Higher Education and Scientific Research (MoHESR) licensed 16 Dubai higher education institutions in February 2025, and more have followed.
  • Federally licensed universities: MoHESR licenses institutions and its Commission for Academic Accreditation (CAA) accredits their programmes. This is the approval that federal employers and the ministry's attestation and equivalency services look for.

Professional qualifications add a third layer. The awarding body, not the Dubai institute, sets the syllabus and exam: ACCA, CIMA, CIPD, PMI, NEBOSH, IOSH, CIPS, ISC2 and others. Some careers also need a local licence, for example the RERA broker card from Dubai Land Department, or a DHA, DOH or MOHAP licence for health professionals. Each topic page explains which applies.

  1. Find the licence. Search the provider by name on KHDA's training directory (institutes) or KHDA's higher education directory and the CAA institution list (universities). No match means ask why before you pay.
  2. Check the awarding body. If the course leads to a qualification, confirm the provider appears as an approved centre on the awarding body's own site (for example CIPD, PMI, NEBOSH or Pearson), not only on the provider's brochure.
  3. Confirm the outcome you need. For a degree, check the specific programme's accreditation and whether it can be attested for your purpose. For a short course, ask in writing whether the certificate is KHDA attested, what exam fees are extra and what the total cost is.
MoHESR has blocked misleading education adverts, and KHDA requires training institute adverts to be approved. Treat "job guaranteed", "internationally accredited" without a named body, or a degree in a few months as warning signs. More on this on the short courses guide.

Most people searching for the best training courses in Dubai have one of six goals. Start from the goal, then pick the format.

Career switch

For a move into tech, the usual path is a bootcamp or a stack of short courses plus a portfolio: see programming courses, data analytics, AI courses, cyber security and digital marketing. Regulated switches need a licence as well as a course: real estate (RERA) and teaching, where a UAE teacher licence has been mandatory since 2021.

Promotion in your current job

Management and people skills: leadership and management, project management (PMP, PRINCE2, Agile), communication and customer service, and for a bigger step, an MBA in Dubai.

Professional certification

These are set by global bodies and studied part time: accounting (ACCA, CMA, CPA, CIMA), finance and banking (CFA), AML and compliance, HR (CIPD, SHRM), logistics and procurement (CIPS, CSCP), health and safety (NEBOSH, IOSH) and IT and cloud. A degree

School leavers and graduates: undergraduate, foundation and master's routes, medicine, nursing and health, and the full list of universities in Dubai.

Language

English and IELTS for study, work or migration; Arabic, French, German, Chinese and other languages with CEFR levels and official exam centres.

For working adults, the format question is mostly about timing. Many Dubai institutes and universities run evening and weekend classes; Middlesex University Dubai, for example, teaches CIPD Level 5 on weekends over about 9 months. Bootcamps such as Le Wagon run about 400 hours, roughly 2 months full time or 6 months part time.

A short course rarely changes how an employer or visa authority sees you on its own. If the goal is a formal qualification, pick a course that ends in an exam set by a named awarding body.

Dubai has 41 international higher education providers, 37 of them branch campuses, according to the Dubai Media Office (July 2025), and 42,026 students attended private institutions in 2024-25.

Studying in the UAE as an international student

Students moving to Dubai also need to budget for living costs: University of Birmingham Dubai estimates AED 6,860 a month excluding visa costs (university site, Oct 2026).

For certification courses, the exam fee is usually paid to the awarding body separately from the course fee. CFA exams start at USD 1,140 each, for example, and a NEBOSH International General Certificate unit assessment is GBP 95 (CFA Institute site, Oct 2026; NEBOSH fees list, Apr 2026).

How to choose the best course in Dubai

  1. Name the outcome. A job switch, a promotion, a licence, a degree or a hobby each point to a different format.
  2. Check the licence using the three steps above.
  3. Check the awarding body and whether employers in your field ask for it by name.
  4. Add up the total cost: tuition, VAT, materials, exam and membership fees, and any resit fees.
  5. Fit it to your week: evening, weekend, online or full time, and how many months.
  6. Visa implications: short courses do not sponsor a student visa; accredited universities can.
