HR Courses in Dubai: CIPD, SHRM, L&D and HR Diplomas

The most recognised HR courses in Dubai lead to a CIPD qualification (Level 3, 5 or 7) or a SHRM certification (SHRM-CP or SHRM-SCP), and both can be studied part time alongside a job. CIPD is assessed by assignments and suits people who want a UK-style professional qualification and membership; SHRM is a single exam that suits people who already have HR experience and want a US-style credential.

This guide explains what each level involves, what HR courses in Dubai cost where providers publish fees, which universities and institutes teach them, and how to check that a course is licensed and recognised before you pay. ucep.in is independent and has no link with any provider listed here.

Which HR course in Dubai fits your stage

Most people choosing HR courses in Dubai fall into one of four groups. Match yourself to a row before you compare providers.

Your situationUsual routeFormatWhat it leads to
New to HR, admin or coordinator roleCIPD Level 3 Foundation Certificate in People Practice4 to 6 months, assignmentsCIPD Foundation membership
HR generalist or officer with some experienceCIPD Level 5 Associate Diploma (People Management or Organisational L&D)About 9 months, assignmentsAssociate membership (Assoc CIPD)
HR manager, business partner or head of HRCIPD Level 7 Advanced Diploma, or SHRM-SCP9 to 15 months (CIPD) or one exam (SHRM)Associate membership, with a path to Chartered status

Career changer wanting a degreeMSc or MA in Human Resource Management1 to 2 yearsDegree, sometimes with CIPD Level 7 equivalence

Short HR courses of one to five days (recruitment, payroll, UAE labour law, performance management) are useful for specific skills, but they usually lead to an institute certificate rather than a professional qualification.

CIPD HR courses in Dubai: Levels 3, 5 and 7

CIPD (the Chartered Institute of Personnel and Development) is the UK professional body for HR and people development. Its qualifications are taught by approved centres, and you are invited to join as a Student Member when you enrol. After completing a qualification you receive Foundation or Associate Membership, and you can later apply for Chartered Membership depending on your experience.

The three levels

  • Level 3 Foundation Certificate in People Practice: for people new to HR. Middlesex University Dubai lists four core units covering organisational context, evidence-based practice, professional behaviours and the employee lifecycle, completed in 4 to 6 months.
  • Level 5 Associate Diploma: for people with workplace experience. It has two pathways, People Management and Organisational Learning and Development, which share core units. Completing it makes you eligible for Assoc CIPD.
  • Level 7 Advanced Diploma in Strategic People Management: postgraduate level, for managers and senior practitioners. Online provider ICS Learn quotes about 9 months to complete its core Level 7 programme.

CIPD is assessed by written assignments, one per unit, not by sit-down exams. That suits working adults in Dubai, but expect several hours of writing each week.

CIPD's own guidance says you should never be asked to pay for training as a condition of employment, and it provides a qualification checker to confirm a provider is legitimate. Use it before you pay any centre.

SHRM certification in the UAE: SHRM-CP and SHRM-SCP

SHRM (the Society for Human Resource Management) runs a MENA office with a UAE contact. Its two certifications are exam-based: SHRM-CP for operational HR professionals and SHRM-SCP for senior and strategic roles. The exam is taken in person at an authorised Prometric testing centre; SHRM's MENA fee page does not mention a remote option.

Application typeSHRM memberNon-member

StandardUSD 399 (SHRM MENA site, Oct 2026)USD 499 (SHRM MENA site, Oct 2026)

Fees include a USD 50 non-refundable application fee (SHRM MENA site, Oct 2026). For 2026 there are two testing windows: 1 May to 15 July 2026, and 1 December 2026 to 15 February 2027. Applications for the second window are accepted until 24 December 2026.

Preparation is optional. SHRM's own CP Certification Power Preparation seminar is 7.5 hours, live or virtual, and listed at USD 1,115 for members and USD 1,390 for non-members (SHRM MENA site, Oct 2026). The University of Dubai's Centre for Executive Development describes itself as an official SHRM Education Partner and runs a SHRM certification prep programme, but it does not publish the fee online.

L&D courses in Dubai and training of trainers

Learning and development (L&D) courses in Dubai fall into two types. The first is a recognised qualification: the CIPD Level 5 Associate Diploma in Organisational Learning and Development, taught for example by Middlesex University Dubai on weekends at Dubai Knowledge Park. CIPD Level 3 also has L&D-focused options offered by some centres. These suit people who design training programmes, run onboarding or manage a learning function.

The second type is a short training-of-trainers (TOT) workshop, usually 3 to 5 days, which teaches facilitation and course design and ends with an institute certificate. These are fine for building delivery skills, but check who awards the certificate. A TOT certificate from a KHDA-permitted institute is not the same as a CIPD qualification.

If your goal is an L&D career rather than one-off training duties, the CIPD L&D pathway gives you a CIPD membership grade. A short TOT course is better as a top-up.

HR courses in Dubai fees: what to budget

Total cost has three parts: tuition paid to the centre, fees paid directly to CIPD or SHRM, and your time. Using the published figures above:

  • CIPD Level 3 classroom: AED 12,000 to AED 15,000 tuition at the two universities that publish fees, plus CIPD registration and membership (BUiD and Middlesex sites, Oct 2026).
  • CIPD online: about GBP 1,499 (Level 3, on demand) up to GBP 6,499 (Level 7, on demand) with ICS Learn, payable in instalments (ICS Learn site, Oct 2026).
  • SHRM: USD 350 to 499 exam fee (SHRM MENA site, Oct 2026), plus optional prep.
  • HR master's degree: university tuition, usually far higher than a professional qualification.

Free HR training courses exist mainly as webinars and short online modules. They can help you decide whether HR suits you, but no free course leads to CIPD or SHRM status. See free courses in Dubai for genuinely free options.

Ask every centre whether CIPD registration, assessment and membership fees are included. BUiD and Middlesex both state that CIPD fees are paid separately.

Short term HR courses and HR diplomas

Short term HR courses in Dubai, typically 1 to 5 days, cover topics such as recruitment and interviewing, compensation and benefits, HR analytics, UAE labour law and Emiratisation reporting. They are taught by KHDA-permitted training institutes and consultancies, and some can have their certificates attested by KHDA: the regulator offers an attestation service to private training institutes for trainees on authorised courses, at AED 70 per certificate (KHDA service page, Oct 2026).

An "HR diploma" can mean very different things. A CIPD Level 5 Associate Diploma is a regulated UK qualification; an institute's own "Diploma in HR Management" is a private certificate. Both have value, but only the first gives you CIPD membership. If you are comparing diploma courses in Dubai, ask which awarding body issues the final certificate.

How to choose an HR course in Dubai

  1. Pick the qualification first: CIPD level by experience, or SHRM if you prefer one exam.
  2. Check the provider: use CIPD's qualification checker or SHRM's education partner list, and confirm the institute's KHDA permit for Dubai classroom delivery.
  3. Get the full cost in writing: tuition, CIPD or SHRM fees, books, resubmission fees and VAT.
  4. Check the timetable: weekend or evening classes, and how many assignment hours each week.
  5. Ask about pass support: tutor feedback on drafts, resubmission policy, and how long you have to finish.
  6. Consider your employer: many UAE employers fund CIPD or SHRM; ask before you enrol.

Questions and answers

Which is better in Dubai, CIPD or SHRM?

Both are recognised by UAE employers. CIPD is assignment-based and gives a UK membership grade; SHRM is a single exam popular with US-linked companies. Choose by your experience and how you prefer to be assessed.

How long does CIPD Level 5 take in Dubai?

Middlesex University Dubai runs its Level 5 Associate Diploma over about 9 months with weekend classes. Online providers quote about 6 to 10 months depending on the programme.

What do HR courses in Dubai cost?

Published CIPD Level 3 tuition at Dubai universities is AED 12,000 to AED 15,000 plus CIPD fees (BUiD and Middlesex sites, Oct 2026). The SHRM exam costs USD 350 to 499 depending on membership and deadline (SHRM MENA site, Oct 2026).

Can I take the SHRM exam in the UAE?

Yes. SHRM says the exam must be taken in person at an authorised Prometric testing centre during one of its testing windows.

Are there free HR training courses in Dubai?

There are free webinars and introductory online modules, but no free course leads to CIPD or SHRM certification.

Is a short HR course enough to get an HR job?

It can help for a first role, but a short course does not give professional membership. Many HR roles list CIPD, SHRM or a related degree, so short courses work best alongside one of these.
